Well, apparently yes (although I am happy to be proven wrong.)
According to https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=69207
RedHat does not provide the patches for losetup (because they have not
been moved into the util-linux package by its official (not redhat)
maintainer.
The cryptoapi patches are just there, because they are now in the
mainstream kernel.

You will have to rebuild your util-linux/losetup package.
