Hi , You can use the apache 1.3.x SRPM from the updates of Red Hat 7.3 on Red Hat ftp site or mirrors (i said get it from updates directory in order to get most recent apache 1.3.x series) Now you have to check that you have comp-db3 and other packages required to compile(rebuild) the SRPM. The comp(compability) packages are in the third cd of Red Hat 8.0 (Psyche). I cant name the exact packages here, cause i dont remember them right now. But logically compat-gcc and compat-glibc should be a prerequisite for the work, if you cant figure it out just intall all the packages that starts with "compat-" on the third cd of Psyche.
