8.0 won't send mail

I can't send mail using either sendmail or mozilla. Sendmail gets
a `connection refused' message from localhost. I
pinged 127.0.0.1 and it's OK, but telnetting 127.0.0.1 gets
`connection refused'. Outgoing mail gets relayed by 127.0.0.1
by default, so if that interface is refusing connections how
is mail supposed to work? I can't even send mail as root to
a user account.I don't think this is a sendmail problem
as mozilla can't send mail either. I've been using sendmail
for a couple of years and am reasonably well-informed about
setting it up (including the new double queue in 8.12).

I believe this problem is caused by a change in the Linux
networking setup (the same thing happens in Debian 3.0 with
2.4.18 kernel). I've never seen telnet 127.0.0.1 get `connection
refused' in any previous versions (eg. RH7.1 or Debian2.2r3).

I've posted a longer account of this on redhat-install-list
under `Re: client email going out to localhost.com'.

Anyone got any ideas? For that matter has anyone been
able to send mail using 8.0?
