I tried putting it on the desktop like you mentioned and had the same
results - I couldn't resize it.  I also noticed it looked 'blurry' so I
thought I'd give it some further investigation (why not!)  I noticed it
was a bitmap (in /usr/share/pixmaps) so I thought maybe nautilus had
trouble resizing bitmaps.  I converted it to a png using the Gimp, and
then pointed the mozilla mail launcher to the new png.  Still couldn't
resize it.  I then resized the png x3 (agin using the gimp) and voila,
the new size was automatically detected, it wasn't blurry, and it can be
resized on the desktop as well.
