APM Power Management

After install, I could not boot further than: 

INIT: 2.84 booting

Someone suggested I include the "apm=off_threshold=100" on my kernel line as 
below. This worked fine, but now it won't boot down properly and stops at: 

Power Down

default=1
timeout=10
splashimage=(hd0,1)/grub/splash.xpm.gz
title Red Hat Linux (2.4.18-14)
        root (hd0,1)
        kernel /vmlinuz-2.4.18-14 ro root=LABEL=/ apm=off_threshold=100
        initrd /initrd-2.4.18-14.img
title Windows 98
        rootnoverify (hd0,0)
        chainloader +1

Any ideas?
