Well, haven't used a non-US keyboard for 5+ years. But I still turn the layout back to Danish whenever I need to write in Danish - it's so much easier.

Anyway - it was just a suggestion. Check into /lib/kbd/keymaps. Also dumpkeys. Do a 'man keymaps' and you should get enough info on how to change the key-mapping to your liking.
These seems to be char-mode only.  For X it seems 'xmodmap' is your friend. I haven't used any of them, as I said -the default setup is fine for me :)
