I'm unable to duplicate this behavior.

[jkeating@yoda temp]$ touch foo
[jkeating@yoda temp]$ umask 000
[jkeating@yoda temp]$ touch bar
[jkeating@yoda temp]$ ls -al

-rw-rw-rw-    1 jkeating jkeating        0 Dec 19 11:31 bar
-rw-rw-r--    1 jkeating jkeating        0 Dec 19 11:31 foo
