There's no easy way yet to install additional languages after
installation. Right now it would involve re-installing all
%lang-ified packages similar to this

  rpm -Uvh somepackage.rpm \
    --define '_install_langs de,en' --replacepkgs

(which would install languages German and English only) and updating
/etc/sysconfig/i18n.
