The best way to ensure that the service is on is to type chkconfig vsftpd on , then do a chkconfig vsftpd --list to see at which run levels the service is in. Also be sure not to try an telnet or ftp with the user name root, by defualt RedHat has root telnet and ftp turned off. If you need help with the config files email me and I will help ya out.
