There should have been one on the default panel. Did you upgrade, or was
it a clean install? To restore it, right-click on the panel, and select
"Add to panel->Utility->Window List".

I've not messed with the keyboard shortcut app, so I can't really help
you here. What are you expecting alt-tab to do? If I'm on a desktop with
apps open, it will cycle through the apps. Minimized apps will be
included, but I'm not sure if that functionality is tied to the window
list applet.

The GNOME2 version of sawfish was not completely stable when RH 8.0 was
released. I'm not sure if there are newer versions. Make sure sawfish is
installed.

Open the gnome-session-properties program (Extras->Preferences->Session)
and change metacity from respawn to normal.  Finally open a terminal and
do this: killall metacity ; (sawfish&)&. 

When sawfish is installed, the config utilities should appear in a
submenu under "Extras->Preferences". If you use the version that came
with RH 8.0, be prepared to do an occasional "killall rep".
