It is a *workaround* for tools that don't support UTF-8 well enough yet, not a bug fix. The decision to use UTF-8 was not a bug, but a very conscious one (see the release notes). Most of the people who are not using UTF-8 now will just have to go through the pain of conversion later (although it may be a bit easier later, when the bugs are shaken out).
