Really? From /etc/profile:

# Path manipulation
if [ id -u = 0 ]; then
    pathmunge /sbin
    pathmunge /usr/sbin
    pathmunge /usr/local/sbin
fi

So, log-in as root with either "su -", "su -l root" or "su --login
root", and you will get superuser's $PATH.
