You're right about "/sbin" not being in root's default PATH
[root@psyche] echo $PATH
/usr/local/bin:/bin:/usr/bin:/usr/X11R6/bin:/home/ofeeley/bin

I added it in myself.  I'd forgotten.  Sorry.  

However, you're looking in the wrong place for the command it's not in 
/usr/sbin, it's in /sbin.  It will work as "/sbin/service" either as root 
or a non-root user.

[ofeeley@psyche] whereis service
service: /sbin/service

p.s. it's probably best to keep the discussion onlist unless it's OT or 
private, so I'm forwarding this back to make sure that if someone else 
checks the archives they won't be confused by a thread that stops with my 
incorrect answer.
