You would probably not be happy with the results of the a translation
between mp3 and ogg.  Each one uses a lossy compression technique to
produce very compact audio.  It is possible to write a script to convert
mp3 back to wav then encode it again using oggenc but you may be happier
ripping your music again from cd to ogg.
