Hrmm, they exist here.
$ ls /var/lib/rpm/__*
/var/lib/rpm/__db.001  /var/lib/rpm/__db.002  /var/lib/rpm/__db.003

And, are recreated when the database is rebuilt:

[root@paradox root]# rm -f /var/lib/rpm/__db.00*
[root@paradox root]# ls /var/lib/rpm/__*
ls: /var/lib/rpm/__*: No such file or directory
[root@paradox root]# rpm --rebuilddb
[root@paradox root]# ls /var/lib/rpm/__*
/var/lib/rpm/__db.001  /var/lib/rpm/__db.002  /var/lib/rpm/__db.003
[root@paradox root]#
