It removes stale lock files. For details see:

For those having problems with rpm hanging, (which appears to be the cause 
of these stale lock files and corrupted databases) I've been using the 
test release at:
ftp://people.redhat.com/jbj/test-4.1/

It appears to have solved the problem here.
