I think rebooting is a concept best left to windows & macintosh

rebooting is only necessary to change the kernel that you are using.

I don't recall anything that would leave me to believe that rebooting
would do the equivalent of rm -fr /var/lib/rpm/__*  Rebooting might
however kill any rpm or up2date processes that are 'hung' and that would
be necessary for those who don't know how to find these processes and
kill them.
