I know, bad form replying to my own message, but I have more details.
The fetchmail rpm change log says:
* Tue Jun 11 2002 Nalin Dahyabhai <nalin@redhat.com> 5.9.0-15
- - remove and obsolete the fetchmailconf subpackage (tkinter is gone, so it
  can't be run)

However, tkinter was included with the Psyche distro.
$ whichcd -v 8.0 tkinter

Searching for tkinter...
CD-3:tkinter-2.2.1-17.i386.rpm

You'll also have to install tix. (required by tkinter)
$ whichcd -v 8.0 tix

Searching for tix...
CD-3:tix-8.2.0b1-74.i386.rpm
