You're wrong. The CD-RW disks you used are made by different companies 
and have diffrent speed limits hardcoded in them.

This CD-RW has a 4x speed limit hardcoded in it: 

ATIP info from disk:
  Indicated writing power: 6
  Is not unrestricted
  Is not erasable
  Disk sub type: Medium Type C, low Beta category (C-) (6)
  ATIP start of lead in:  -11231 (97:32/19)
  ATIP start of lead out: 359848 (79:59/73)
Disk type:    Short strategy type (Phthalocyanine or
similar)
Manuf. index: 27
Manufacturer: Prodisc Technology Inc.
Blocks total: 359848 Blocks current: 359848 Blocks
remaining: 42982
Starting to write CD/DVD at speed 4 in write mode for
single session.

This CD-RW has a 10x or greater speed limit hardcoded in it:

They're *NOT* the same kind of CD-RW media. Do yourself a favor and 
read a FAQ or book on how CD-RW drives work before giving other people 
advice on them.

There are two kinds of CD-RW media 1x-4x ones and 10x and higher 
speed ones. They *ARE NOT* the same technology.

                      1x-4x CD-RW media

  Disk sub type: Medium Type C, low Beta category (C-) (6)
  Disk type:    Short strategy type (Phthalocyanine or similar)

                      10x+ CD-RW media

  Disk sub type: High speed Rewritable (CAV) media (1)
  Disk type:    Phase change
