I don't use the tool but I am certain that I recall someone saying that
by default, every time you open the tool, it jumps back to the high
setting. If you want to check...try iptables -L

in other words...try iptables -L

open the tool and set it to 'high' and save it.

then try iptables -L

you are bound to see the difference.

change the settings back again and save it again.

check it again with iptables -L
