A control key is also a modifier key.
xmodmap -pk    prints the key assignments.  Look at:
xmodmap -pm    to print the modfier map.
Make sure Control_L shows up as a control modifier key.

The xmodmap man page has an example of swapping control
and caps-lock that illustrates the modifier key syntax.
