Make sure you have all the Chinese fonts installed, as well as 'xcin',
the Chinese-language input server. I did a complete reinstall just to
see if I am missing anything - it appears not - and find that if all
locales are installed, /etc/sysconfig/i18n does not have a SUPPORTED
line!

So you can either add "zh_TW.Big5:zh_TW:zh" to the end of the line that
begins with SUPPORTED= in /etc/sysconfig/i18n or remove the line
altogether (not recommended since unlike me, you don't have, say,
Russian fonts installed and an unsuspecting Russian user might trip over
it!)
