The ctags RPM is in the distribution.  The ctags package included with
xemacs is part of the xemacs package system.  I don't know what the logic
is of building that humungous xemacs RPM with all the packages included,
but I do know that the xemacs package system is distinct from other stuff
included with the distro.  So if you want emacs and xemacs both with the
same capabilities, you will need to have duplicates of packages like
auctex, maybe ctags, etc.  If you only want xemacs, then a lot of those
features will already be included and need not be loaded again.
