A more detailed problem scenario, please!

Do you run your network card driver with debug options?

Or which of your programs/services do you expect to log
"incoming/outgoing connections/packets" in /var/log/messages?

Have you verified your syslogd config?

Do you have any ipchains/iptables rules that should log I/O traffic
for eth0?
