That should help you generate a key pair, and get gnupg setup and working.
I don't use evolution, so I can't help much there. In Kmail, there is a 
security option, which allows you to specify that all mail should be 
signed, to define the key used for the signature, etc.

Pointing the gnupg config file at a key server should do the trick. It 
works with Kmail. However, if a key isn't on the server, it can lead to 
some large delays. It's generally easier to import the keys manually.
