Metacity buries dialog windows

When using metacity with a focus-follows-mouse focus policy, dialog
windows opened in response to a mouse click on a main application
window tend to get hidden beneath the main window.  This makes
applications such as Mr. Project which make extensive use of dialog
windows very difficult to use.

Is there any way to set a "keep TRANSIENT_FOR windows above their
parent" policy in metacity, or any other way to work around this
without reverting to a click-to-focus setting?
