That is ancient - back from the days of 3.3.6.  The 4.x packaging 
when added in RHL 7.0 was brand new from the ground up packaging.  
Also, that is long before my time here.

Since you're the only person to report this since then,
(2+ years), I wouldn't consider it a major catastrophe.  I have 
added a dependancy on cpp to my current developemental packages.  
It will remain to be seen now how many people complain that 
XFree86 forcibly requires cpp.

I guess an alternative would be to split XFree86 up into 200 
subpackages and make each application have properly tracked 
dependancies.  That'd be a fun thing to manually install.  ;o)

At any rate, it is fixed now, and is a moot point in any case.
