Distribution-release information..

hi All,

I am designing an application which would run on multiple *nix platforms (including Linux, Solaris and Aix).The application which would be written in python and C ,would scan the whole network for machines and network devices and poll for information.I want to write some generic modules in python to find out information about the *nix distribution and package information.Now,if the network administrator has removed the "distribution-release.rpm"(eg.redhar-release.rpm) is there any other way with which i can find out some information abt the Operating system`s version.
Another query is regarding the installed packages.If the package has been installed by compiling the source is there a way by which i can write a generic module to find out some information abt the installed packages.
Please help
