CDE is not free in any sense. Red Hat sold a version at one time, back around RHL-5.x. currently XiG sells DeXtop v3.0 for $50 <http://www.xig.com/Pages/DeXtopGUI.html> which is based on OpenMotif 2.2.1 and CDE 2.1 and is supported in RHL 7.1, 7.2, and 7.3 <http://www.xig.com/Pages/OSsupport.html> although they recomment using one of their Xservers instead of XFree86.


Other companies once sold it too, but I think they are all gone now, like TriTeal and MetroLink (Ok Metro still exists, but no CDE now).
