Have you actually tried passing those details to PCI devices? I've
always thought it only for ISA devices, for use when you can't probe
them.

I've looked at the ne code, and that detects the IRQ by sending some
command (reset?) to the device and expecting the next interrupt is from
that device. A cute idea, I thought!

I think the ordering is significant, but you can't reorder the on-board
devices, unless there's a BIOS setting for it.
