Xconfigurator works for me. The Debian tool is a GUI. The reason I said
it "needs work" is that for some reason it could't find my mouse. It has
a nice idea - emulate the mouse with the numeric keypad (_why_ not use
the cursor arrows?) but drop-down menus wouldn't stay dropped down.

Before writing yet another tool, check out what's around and see what
they do and don't do.

Quite likely Slackware, SuSE and Mandrake have tools too. And, don't
forget Caldera, Turbolinux, the Brazillian distro whose name escapes me
for the moment.

Probably, fixing an existing tool can be done more quickly than writing
a new one from scratch.

Even if not, examining them will be instructive.

Red Hat has a replacement for Xconfigurator, but Chris K isn't entirely
happy with it. It might be that this has the potential to be the best
of the lot (it's newest), though unless Red Hat's form has improved
documentation may be sparse.
