Sendmail has not been configured..check sendmail.mc 
Add dnl to the line that has the loopback,
Then run m4 to generate a sendmail.cf
The instuctions should be in sendmail.mc 

You either would be relaying to your Isp or resolving the address via
your DNS
Please read sendmail.mc.. Also check www.sendmail.org/m4/readme.html
