Try:

# mount /dev/sdb1 /usr/local/bbls
 
> # mount /dev/sdc1

This is not the same thing.  This is looking for a label of /dev/sdb1
which is not the same as /dev/sdb1.  

Offhand, this doesn't sound good since if the label is gone, perhaps the
reset of the data on that lun is also gone...
