Thats because you have specified that you cant login as root. thats how its supposed to work. More secure that way IMO.
It has always puzzled me as to how this makes your box "more secure", IMHO, this simply provides more of an audit trail than actually making the box "more secure"
Its funny how people will use terms without really thinking about what they are saying..
