check out /etc/ntp/step-tickers file
You can put ip addr's of NTP servers in there.
The RedHat init script will run "ntpdate <server> <...>"
from the contents of that file before it starts NTP.

If your clock is off by more than a few minutes NTP will
refuse to start. That is why at boot the initscripts do
the ntpdate from step-tickers
