The patch you are refering to should be applied to the sendmail sources that you can download from the sendmail site. However, if you are rebuilding from source you may as well get the latest version which wont need the patch.
What you _should_ be doing is setting up the redhat 9 security updates from the fedoralegacy project and using that to keep your system updated. However, it is important to note that Redhat 9 is rather old and dated now and you would possibly be better off looking at updating the entire OS.
