We have Redhat As 2.1 and 3.0 servers on out site. I use "lokkit" tried
to
disable "firewall" setup. Everytime I run "lokiit", it always show
firewall enable. I change it to "disbale" and rerun and it still show
"enable". does there has way permently tunr off firewall?
Why dont you flush them out. somn like
~# iptables -F
or
~# service iptables stop
and then put a permanent script in your rc.local.
is that what you want?

I do not understand why do you u like things like lokkit and so on. Why
don't u try to read the iptables manual because they r not firewalls
they r just frontends for iptables. I like being in control of iptables
and write my own rules. And you can understand better how they work.
So my answer should be:
$man iptables
$man chkconfig
