Are you sure you have the userdir module included ?

if you dont comment out UserDir disable in the IfModule mod_userdir.c section then you will get this error. the log indicates that either the module is not loaded or it is still set to disabled (even tho you said you had added the UserDir directive earlier - did you add it in the right place ?)

check that you have the following.

LoadModule userdir_module modules/mod_userdir.so

<IfModule mod_userdir.c>
    #
    # UserDir is disabled by default since it can confirm the presence
    # of a username on the system (depending on home directory
    # permissions).
    #
    #UserDir disable

    #
