I installed numlockx 

  http://ktown.kde.org/~seli/numlockx/numlockx-1.0.tar.gz

and called it from within

  /etc/X11/gdm/PreSession/Default

Since I use gdm for logins, numlockx is run each time the login screen is
displayed.
