Or a simpler question, what would be an SCP command
to copy a file on my PC to the
server I'm logged into via putty?

I never heard of uploading file using Telnet. Why do you want to do it that
way? An easy way is to upload file using scp (that comes with SSH, and the
server needs to run SSH server). And it's also secure.
