Hi.
It sounds like your flexlm isn't starting your license  correctly.  It's
been awhile since I've dealt with flexlm ,but I believe in the config file
you have defined an entry for your compiler licenses (evidently suntechd).
and it's not starting for some reason.  I think you can look in the flexlm
file and see what command it is trying to run.  See if you can run it
manually.   Something like that .  I'm sorry it's been awhlie since I've
dealt with Solaris and flexlm . But I would start by looking at the flexlm
and suntech config files  (/etc/opt/licenses/licenses_combined looks like a
good place to start)
