No. If you have all the needed packages installed, just a # rpmbuild --rebuild <package>.src.rpm will do the job.
And the build rpm can be found in /usr/src/redhat/RPMS/i386/

You need to run apache newer then or eaqual to 2.0.44
Try uninstalling apache rpms and install from source, or try getting the .src.rpm from Fedora and compile to RH9, I did it with a RH8.0 without many problems.
