useradd doesnot allow you to do this ..alternatively we have luseradd
 
please make sure you have libuser and libuser-devel to use luseradd ( there is a bunch of commands starts with "l") check those also
 
you can also edit /etc/passwd and /etc/shadow yourself. Then doing a passwd on the newly created user lets you change the password.

or user lnewuser to set a password
