suggestion for squid server

Hi,

For proxy server, currently I'm using Compaq Porlaint with 
	- Intel PIII 550MHz processor
	- 512 cache memory
	- 320 MB RAM.
	- SCSI disk 7200 rpm
I am using squid with following features:
	- delay pools enabled 
	- cache size = default 
	- swap space = 500 MB
	- apporx 45 clients use squid simultaneously 

When I use top,  I generally find (average)
	-CPU usage 35 -45 % (sometimes 98%) 
	- memory usage 18% 

I feel that my squid is slowing down instead of accelearting my internet speed in lan.

Pls recommend what should be the 
	 - processor speed
	 - size of RAM
	 - cache size
	 - size of swap
