What version of Redhat do you use? You can get the RPM for the tk package from 
ftp.redhat.com or from rpmfind.net. Get the one that corresponds with your 
redhat version, and then install it using 'rpm -ivh tk-<version>.rpm'.

Or if you have your Redhat CD, the RPM package for tk should be included there 
in one of those CD.

It has nothing to do with kernel. All you need is the RPM for tk.
