PINGING QUESTION

Dear Users
I have been managing a small network for quite some time . I have
configured two VLANs , one for server side and another client side. Server
side IPs could be (say) 101.102.2.1 t0 101.102.2.10 and client side IPs
could be 192.168.2.1 to 192.168.2.100( just an example). two Vlans could
be routed through IP 101.102.2.21. Our ISP router IP is
(say) 222.122.99.65. 

But What I want to know is that when i log on as a normal user and ping my
ISP router its fine but as a root response time is very high. Is this my
server problem? Or some script is running behind ?
