RedHat 9 limit behavior

I have a RedHat 9 system running kernel 2.4.20-20.9smp. I connect as a user
that uses the csh shell. If I connect via telnet then the descriptors limit
is 32768 but if I connect via ssh then the descriptors limit is 1024. Can
someone give me a clue as to where to look to see why the limit is different
when logging on as the same user but in different ways?
