Unless I'm mistaken, the second release of Red Hat Linux that
contained ext3 support, started creating filesystems without
autocheck enabled by default, as it was considered unnecessary.  
I believe that is still the default on newly installed systems,
although upgraded systems retain their settings IIRC.  I don't 
remember exactly which OS release that was however.

It's really not necessary, but it's an option at least, for those
who want the check enabled anyway.
