You should install the src rpm with rpm -i. In that case the patches will also be installed. Note that the SPEC file references (needs) these patches. Also, especially the CAN patches are known vulnerabilities, so you should apply them. Just leave in all the patches unless you have a compelling reason not to, in which case you will have to disable and/or remove them in/from the SPEC file. If you want to build rpm's as a user you should # chown -R user.group /usr/src so the user can install srpm's in that tree.
