I tested both 1.2.1 stable and 1.3.1 development of Kannel and only 1.3.1 will even configure correctly. The first suspect thing I saw is that the 1.2.1 stable mis-detects during configure if multi-threading support is enabled in SSL. Try the 1.3.1 development version as it seems to have had many fixes applied and compiles out of the box here on both RH 9 and the Fedora Core 1.
